CITY COUNCIL MEETING 520 Jackson Avenue February 16, 2021 – 6:30 pm AGENDA This meeting will be conducted by audio or video conference without a physically present quorum of the City Council because of a disaster declaration related to COVID-19 public health concerns affecting the City of Charleston. The Mayor determined that an in-person meeting at Charleston City Hall with all participants is not practical or prudent because of the disaster. The Mayor and City Council members, City Manager, and City Attorney will not be physically present at City Hall, if that is unfeasible due to the disaster. Physical public attendance at City Hall may be limited or not feasible, so alternative arrangements for public access to hear the meeting are available at www.charlestonillinois.org (agendas, packets and videos for City Council and BZAP). The meeting will also be audio or video recorded and made available to the public, as provided by law. 12) ORDINANCE: Granting Petition of Habitat for Humanity for a Conditional Use Permit at 990 West State Street.

The Illinois Open Meetings Act (5 ILCS 120/1) mandates NO action shall be taken on matters not listed on this agenda and Council is not required to take any action or discuss the matter further. Typically, however, the Mayor and Council may direct staff to further investigate the matter or suggest that the matter be brought forward for action on a subsequent agenda. The Open Meetings Act allows the Council to pass rules concerning the manner of public comment, and our Council has adopted rules for that purpose. Copies of the rules may be found at the Clerk’s office. We request that you sign up with the Clerk ahead of time and provide the City Clerk with your name & address before speaking in order to assist us with the orderly conduct of the Public Comment portion of the meeting; however, neither signing up nor giving your name and address is a mandatory prerequisite for you to address the Council.
